Samantha DiDomenico is a Director in Stout’s Transformative Change Consulting group. Samantha has 10 years of experience providing consulting services to for-profit and non-profit clients in a variety of industries. She has expertise in understanding large, complex systems and data sets and their intersection with economic, financial, and social issues.

Samantha’s work often includes conducting economic impact assessments and program evaluations, developing robust budgets, forecasts, and analysis models, conducting independent research, interpreting and analyzing voluminous data sets, and developing transformative change strategies for her clients. She has extensive experience related to social and civil legal issues, as well as the operations of non-profit and community-based organizations, court systems, and government agencies. Clients seek Samantha for her comprehensive approach to problem solving that includes data strategy, collaboration and coordination, qualitative research, financial impact, and change processes.

She has extensive experience related to housing issues, including those related to eviction, housing instability, emergency rental assistance, public housing, and programs designed to assist tenants in eviction proceedings. Samantha has conducted research, analysis, and evaluations of eviction-related programs in more than 40 jurisdictions across the country ranging from local to statewide programs. Specifically, she has analyzed court docket and civil legal services data, developed data collection and program implementation strategies, and applied her financial skills to estimate the economic impact of eviction prevention and defense programs as well as rent assistance.

Furthermore, Samantha has experience leading collaborative settings such as focus groups and multi-stakeholder meetings, which are often a key element of her engagements. Through these interactions, she is able to create an environment where her clients can share their expertise and experiences, which informs her approach to her engagements and ultimately results in the transformative change her clients are seeking.

Prior to joining Stout, Samantha was an Associate at a regional public accounting firm where she specialized in business valuation, litigation support, and taxation.
